WHEREAS, proponents of legalization of marijuana are spending huge amounts of money to encourage acceptance of marijuana use by the general public; and
WHEREAS, the stated mission of advocates of medical marijuana is to normalize marijuana use; and
WHEREAS, in New Mexico, 42 percent of fatal motor vehicle crashes statewide are alcohol-related ranking it 8th in the nation. Motorists driving under the influence of illegal drugs also constitute a significant problem in New Mexico. In fact, of 950 blood samples from DWI suspects tested by the Bernalillo Countys Scientific Laboratory Division in 1997, more than half tested positive for illicit drugs as well as alcohol: and
WHEREAS, marijuana is the most common of these illicit drugs, but there are no legal standards of impairment currently in New Mexico Law; and
WHEREAS, marijuana is an addictive drug that is correctly classified as a Schedule I narcotic by the United States Food and Drug Administration; and
WHEREAS, research shows that the decline in the use of any illegal drug is directly related to its perception of harm or risk by the user. Legalization of smoked medical marijuana sends the wrong message to America’s youth – that marijuana is not dangerous. Illegal drugs are illegal because research has shown that they are harmful and susceptible to abuse and addiction; and
WHEREAS, clearly, despite efforts to prove otherwise, the legalization of marijuana for medicinal purposes would have a deleterious effect on youth and communities throughout the country; and
WHEREAS, marijuana in the smoked form contains more than 400 chemicals, including most of the harmful substances found in tobacco smoke; and
WHEREAS, it is illogical for a person on chemotherapy for cancer to inhale in the smoked form cacogenic chemicals; and
WHEREAS, medical marijuana is currently available in a legal version which is proven to be effective in a non-smoked form; and
WHEREAS, it is the responsibility of the United States Food and Drug Administration to study and approve all therapeutic pharmaceuticals in accordance with approved scientific methods to prevent the undo harm to the consumer and the New Mexico State Legislature should not circumvent this scientific process and cause harm.
